For adult Chinese Mainland residents with an eligible university bachelor degree and qualifying post-graduation employment. First Category B entry only. Excludes A/C, overseas Chinese, self-employment cases, dependants, extensions, prior TTPS initial stays, and anyone permitted to remain under a Hong Kong talent scheme as principal or dependant at application or in the preceding six months.
Within HK TTPS, distinguish Category A (HKD 2.5M+ taxable income in past year, initial stay extended to 3 years / 36 months), Category B (eligible top-100 bachelor + 3 yrs work in past 5 yrs, 24-month initial stay, uncapped), and Category C (eligible top-100 bachelor within 5 yrs with <3 yrs work, 24-month initial stay, 10,000 annual cap and excluding HK full-time accredited bachelor graduates). TTPS initial approval is once in a lifetime; extension requires HK employment or business. Compare below with other published no-offer and Asia-Pacific work routes.
HK TTPS Category B: no prior HK job offer required; requires an eligible top-100 bachelor degree plus at least 3 years of work experience in the past 5 years (initial 24-month stay, uncapped; Category A grants a 36-month initial stay).
HK TTPS Category C: for graduates awarded an eligible top-100 bachelor degree within the past 5 years with less than 3 years of work experience; subject to a 10,000 annual quota and excludes HK local full-time non-local undergraduates (who use IANG).
Official requirementsCross-border comparison · UK HPI: also requires no prior job offer, but requires a degree awarded within the past 5 years on the award-year Global Universities List, CEFR B2 English and an 8,000 annual cap.
Official requirementsCross-border comparison · Germany Opportunity Card: no full-time offer required; non-top-100 graduates can qualify via recognised degree or 6 points (with German A1 or English B2) and blocked-account funds.
Official requirementsAsia-Pacific comparison · Singapore Employment Pass: unlike TTPS, EP is strictly employer-sponsored and requires meeting both the qualifying salary threshold and COMPASS 40 points.
Official requirementsCheck a bachelor degree from the current eligible list, verifiable credentials and at least three years of post-graduation full-time employment in the five years immediately before application, plus general immigration rules. No prior Hong Kong offer for this scope; a prestigious master degree alone is insufficient. Do not apply Category C graduation timing to B.

Check university, bachelor degree and employment, prepare verification/consent and apply online, follow document/payment notices, then obtain Mainland travel documents and the relevant endorsement and enter with the e-Visa within its validity. Extensions and permanent residence require separate checks.
Use the current aggregate list and notes, not an arbitrary world ranking. A parent university listing does not automatically qualify branch, affiliated or continuing-education awards. Official guidance
Document the recent five-year timeline of post-graduation full-time work, employer evidence and credential verification; prepare present-unit or relevant Mainland-authority consent using the official annex. Official guidance
Apply through the official entry, pay and supply further evidence as instructed and retain the reference. Application and issuance fees differ; four-week approval is not guaranteed. Official guidance
Follow current exit-entry requirements for the permit and relevant endorsement, and present the valid e-Visa at entry. Hong Kong approval does not replace Mainland procedures. Official guidance

Cross-checked ImmD bilingual pages, the 04/2026 guide, current university/verification lists and Mainland documentation guidance. The list contains removals effective in 2026; do not reuse old ranking screenshots. Recent talent-scheme holders can need extension criteria and are excluded. The normal 24-month initial stay is not universal or a guarantee of renewal or permanent residence.
Check the bachelor-awarding institution and qualification level; a later master or doctorate does not automatically replace this requirement. Official guidance
Recent talent-scheme permission, including dependant status, needs the additional 2026 guide checks. Do not apply this first-entry guide to switching or resetting initial stay. Official guidance
Extensions require checks such as Hong Kong employment income or genuine business activity. The normal initial stay is not a permanent-residence guarantee. Official guidance
