For adult Chinese offshore primary applicants with an eligible offer outside Quebec. French nationality is not required. Excludes onshore applications, extensions, dependants and direct port-of-entry applications. An LMIA-exempt employer-specific temporary work permit, not an open permit or direct permanent residence.
These three Canadian routes cover short visits (TRV), unsponsored Federal Skilled Worker (FSW) and employer-specific Francophone Mobility (C16). LMIA exemption is not an open work permit or direct PR.
Federal Skilled Worker (FSW) via Express Entry; meeting the 67-point grid qualifies for the pool, while applying requires a CRS invitation (ITA).
Official requirementsFrancophone Mobility (C16): requires a job offer outside Quebec, employer compliance filing and French speaking/listening proficiency; employer-specific work permit.
Official requirementsMeet general work-permit rules, intend to live/work outside Quebec, demonstrate at least NCLC 5 French speaking/listening and hold an eligible offer. TEER 4/5 primary-agriculture roles are excluded. The employer completes C16 portal/compliance steps and supplies the offer number.

Check the job and location outside Quebec, have the employer complete C16 steps, submit language/work-permit evidence and required biometrics/medical steps, then follow approval and border instructions to obtain the applicable permit.
Confirm actual residence/work outside Quebec, NOC/TEER and excluded primary-agriculture roles. French ability does not replace job qualifications. Official guidance
The employer submits the portal offer, handles applicable compliance payment and supplies its number. A regular offer letter is not completion of portal steps. Official guidance
Follow the account checklist for role, identity and French evidence, which can include TEF/TCF speaking/listening or appropriate French-education records. Complete required biometrics and medical steps. Official guidance
An offshore letter of introduction is not the permit itself. Follow travel/border instructions and check the issued employer, location, occupation and expiry conditions. Official guidance
Introductory preparation summary, not a complete checklist, individual advice or a visa guarantee. Follow official pages and individual notices. Reviewed: 2026-10-25
Cross-checked current IRCC eligibility, application, offshore guide and arrival instructions, not an old expansion announcement or forum outcomes. Pre-15 June 2023 NCLC 7/occupation rules are not this scope. A test is not the only language evidence, but speaking/listening must still be demonstrated.
A genuine eligible offer and employer steps remain necessary. Observe permit conditions; do not assume unrestricted employer changes or future PR. Official guidance
This exemption does not require proof of French reading/writing and official guidance lists education evidence too. Any diploma or self-declared fluency is not automatically sufficient. Official guidance
Funds, admissibility and temporary-stay requirements still apply. French eligibility or an uploaded employer offer does not guarantee approval. Official guidance
